The Colorado Rapids announced yesterday that they declined the options on Danny Earls, Miguel Comminges, Steven Emory and Mike Holody. Only Holody out of the four will be eligable to be drafted on December 5th or 12th by other MLS teams.

To quote MLSsoccer.com itself, here are the requirements for the re-entry draft:

Players eligible for the Re-Entry process must be at least 23 years old with a minimum of 3 years of MLS experience whose options were not exercised or out of contract players who have not received a bona fide offer and who are at least 25 years old with a minimum of 4 years of MLS experience and/or at least 30 years old with a minimum of 8 years of MLS experience.

The Rapids will be free to re-negotiate contracts with Comminges, Emory and Earls. Hopefully they bite the bullet on Comminges, the best player of the four mentioned. Emory still has yet to show the Rapids anything obviously since he couldn't even sneak out a CCL spot last season while Danny Earls is... well, Danny Earls.
