Caleb Folan reportedly close to getting US Residency
Former Hull striker Caleb Folan didn't have a particularly shining season for the Colorado Rapids in 2011, but it's looked pretty inevitable that he would come back to see if he can play better under Oscar Pareja's new system. It was hinted at by a recent article on coloradorapids.com that the reason why Folan isn't currently in Colorado for the start of preseason is because he's currently trying to gain US Residency. If true, that will likely mean he's in this for the long haul with Colorado as we expected.
Folan is one of the handful of internationals currently on the team, a number that shrank when Danny Earls and Miguel Comminges' options were declined. Folan getting residency would put him into a large group of former internationals on the team including Kosuke Kimura, Eddie Ababio and Macoumba Kandji.
If he manages to get his US residency, his open slot will be nice with Kohei Yamada joining the squad out of the supplemental draft. Only Scotsman Jamie Smith and Canadian Josh Janniere would still be internationals from the 2011 squad.

How is he set to get it after being in the country for less than a year?
Sebastien Le Toux got it in 2010, was with the Sounders for years previous to that. And is it a green card or citizenship?

Honestly I’m not sure, I would assume this wouldn’t be a full blown citizenship. Or of course everyone could be lying and Folan’s just stuck in Europe for some other reason.

Go with your instinct: Folan is in the process of gaining his Residency (Green) Card.
MLS Rules are stupid
I have to say, this “International” rule is fucking clownshoes. If a team wants to go all-international, that’s their choice, and it usually means they have to pay more in salary. I say drop the international rule entirely, but then again, I also say get rid of Drafts and break up the single entity.
Oh yeah and pro/rel.
Well most leagues outside of America have rules saying that you have to have a certain part of your roster comprised of players from your country.
